ICT chair rejects 'preposterous' petition

  Dhaka, Nov 28, (bdnews24.com)?The war crimes tribunal has dismissed a petition asking its chairman to state his reasons for continuing in his role despite what it termed 'reasonable apprehension for bias'.

The International Crimes Tribunal trying war crimes of Bangladesh's Liberation War in 1971, on Monday termed the petition of Jamaat-e-Islami leader Delwar Hossain Sayedee, "contemptuous, outrageous, and unheard of".


Sayedee's counsel had filed a petition, first seeking removal of tribunal chairman Justice Nizamul Huq, which was disposed of by the two other judges, Justice ATM Fazle Kabir, and AKM Zaheer Ahmed saying that they were not empowered in any way to remove a fellow judge and had stated that the matter rested upon "the good conscience" of the chairman.


Subsequently, when Huq continued with his duties, Sayedee's defence filed another application asking that the chairman give his reasons as to how he exercised his good conscience, in the form of an order.


The Jamaat executive council member is on trial at the court on 20 counts of war crimes and crimes against humanity including murder, rape, arson and loot.


The tribunal said in its order that questioning the impartiality of a Supreme Court judge, as was done in the case of Huq, required hard facts.


The order stated that appointment of a Supreme Court Justice automatically signified presumption of impartiality.


It said that once the judges have been sworn in, it is their sacred duty to dispense justice impartially and that presumption of impartiality must not be taken lightly.


Justice Nizamul Huq said such questions could not be raised merely on the basis of "suspicion, perception or conjecture".


He began with providing an elaborate background that led to the day's order. He noted the deliberations of the defence and the prosecution as regards his removal and subsequent application for his explanation to stay on.


He said that such an application was unprecedented in the long and rich legal history and in the court of law in Bangladesh.


The tribunal chairman noted that the defence had been cavalier in its citation of cases related the recusal or removal of judges. He explained some of those cases mentioned by the defence at length showing how and why they did not apply to the one at hand.


Justice Huq stated in his order that the defence had alleged misconduct on his part for not disclosing his role in a people's enquiry commission, where he allegedly collected evidence against certain individuals including the Sayedee, and where he had been associated with a prosecutor Zead-Al-Malum, who was also a member of the commission.


He said such allegations were preposterous. He stated that the chairman 'was under no legal obligation to make such a disclosure since his involvement was obvious in publicly available documents.'


The tribunal chairman also said that the accused petitioner was also in a position to know of this involvement and could have raised the doubts much earlier in the trial and not just the day before the prosecution was about to begin its opening statement in the case.


In this respect, Justice Huq said that the tribunal was of the same view as that expressed by the attorney general Mahbubey Alam, who had argued before the court that this petition was 'not out of a genuine concern but only to delay the proceedings'.


As proof of the tribunal's impartiality, Justice Huq pointed out that the Sayedee, the accused petitioner, had been given privileges that other ordinary prisoners are not generally given, which showed that the tribunal was mindful of his welfare.


Upon conclusion, chief prosecutor Ghulam Arieff Tipoo approached the court to initiate judicial proceedings for contempt, to which Nizamul Huq said, "We have observed that it was contemptuous. Let it stay at that."


ATM Fazle Kabir addressed the defence counsels just before leaving the courtroom as everyone stood up. "Members of the defence," he said, "Have you forgotten the norms of the court? The chair has just given an order."


Two defence lawyers hurried forward and meekly stated, "Much obliged."


A number of senior defence lawyers were absent on the day, including Tajul Islam who generally argues for Sayedee.

Dhaka stocks rising after fall

  Dhaka, Nov 28 (bdnews24.com)?The Dhaka Stock Exchange (DSE) general index has been erratic in the first half of the day's trading amidst protests by retail investors.

The benchmark index lost over 121 points in the first five minutes of Monday's trading to go below the 5000 mark and continued with the downward trend to lose 130.40 points or 2.57 percent to 4934.77 points at 11:31am.


The index started to gain afterwards and rose to 5003.20 points around 12:10pm with a fall of 61.97 points or 1.22 percent from Sunday's close. It stood at 5074.12 points with a gain of 8.94 points or 0.17 percent at 1pm.


Retail investors, under the banners of Capital Market Investors' Unity Council and Federation of Bangladesh Capital Market Investors Forum, started demonstration around 12:15pm protesting against the precipitous fall in share prices at the day's opening.


Trading of shares of newly listed Zahin Textile Industries Limited and Rangpur Dairy and Food Products Limited started on Monday.


Shares of 127 firms, which would change their face value to Tk 10 on Dec 1, are being traded on the spot market for three days beginning Monday. Trading of the shares will be closed for Dec 1, the record date.

Panel reports to HC on student 'torture'

Dhaka, Nov 28 (bdnews24.com) ? The judicial committee to investigate the alleged police torture on Dhaka University student Abdul Kadar has found that he had been tortured in detention on false charges.

Majid Ul Haque cleared of graft charges

  Dhaka, Nov 28 (bdnews24.com) -- Former BNP minister Mohammad Majid Ul Haque has been acquitted in a corruption case, filed over 15 years ago.

Dhaka Divisional Special Judge Mohammad Abdul Majid gave the verdict on Monday after a hearing on the acquittal petition.


Majid Ul Haque told bdnews24.com after the ruling that most of the corruption cases against him were false and politically motivated. This case had also been filed to harass him, he said.


A retired major general from the Pakistan days, Majid Ul Haque served in the 1991-96 cabinet of prime minister Khaleda Zia in charge of agriculture and water resources.


He was also minister for establishment in the cabinet of the late Lt. Gen Ziaur Rahman.
The Magura leader was also a member of the BNP's highest policymaking standing committee until he defiantly resigned in the late 1990s.


The case alleged that the former minister had used two cars purchased for official purposes for personal business violating rules and regulations.


The case further alleged that he also had illegally spent the government funds allotted for fuel, salaries of the drivers, repairs of the cars and other heads, wasting a little over Tk 2 million from the government exchequer.


The now-defunct Bureau of Anti Corruption filed the case on Oct 20, 1996 with the Motijheel Police Station when Awami League had just returned to power.


Charges were pressed in the court against Majid on Dec 6, 1998.The judgment came after the court took statement of eight of the 11 prosecution witnesses.


"The real corrupt people get away from the genuine corruption cases because of such false cases," Mohammad Aktaruzzaman, the lawyer for Majid Ul Haque, told bdnews24.com on Monday in his reaction to the ruling.

German president in town

  Dhaka, Nov 28 (bdnews24.com) ?German president Christian Wulff has arrived in Dhaka on a three-day visit.

His Bangladeshi counterpart Zillur Rahman welcomed him at the Shahjalal International Airport around 1pm on Monday.


Both the presidents will have a meeting on Tuesday. Wulff will have meetings with representatives of civil society and different faiths at the Goethe-Insititut, Germany's cultural institution, the same day.


He will also meet prime minister Sheikh Hasina and foreign minister Dipu Moni and deliver a lecture at the Dhaka University.


Germany is one of the biggest trading partners of Bangladesh and destination of over $1 billion of exports.


This is the second time a German president is visiting Bangladesh after his predecessor Von Weizsucker came here in 1986.

Unofficial holidays are threatening health care

Move the most Pvt Univs not on permanent campus

Most private universities have not on its permanent campus with only a few days, before to move the Ministry deadline for universities to do so.


Only nine of the 54 private universities can move to its permanent campus as of Saturday, according to University Grants Commission.


The Minister of education, Nurul Islam Nahid, in December 2010 said that the Government would not allow admission of students, private universities, that move not on permanent campus, after September 2011 by you the deadline of five years after the universities operation started.

Libyan rebels control Tripoli airport

Palestinians see progress in the EU stance on UN offer

Fix general environmental concerns during the September Summit

Apart from inter-governmental relations, there is a wide range of people-to-people interaction between the two nations. For the sake of national development of both the countries, closer bilateral cooperation between them is an utmost necessity, writes Abdul Matin

WE LEARNT from the press that the prime minister of India is due to visit Bangladesh in September, 2011. It is expected that during his visit, the heads of the governments of the two countries will meet and discuss many bilateral, regional, and international issues and hopefully will reach some understandings and agreements for betterment of life and living of the people.

Bangladesh and India have common anthropological ancestry and socio-political heritage. The ties between the countries became stronger through the cooperation during the liberation war of Bangladesh in 1971. Apart from inter-governmental relations, there is a wide range of people-to-people interaction between the two nations. For the sake of national development of both the countries, closer bilateral cooperation between them is an utmost necessity.

There are many transboundary rivers and ecological issues that the two countries need to resolve. Most of these issues originated from steps taken by India with respect to rivers that the two countries share. These unfortunate steps have aggravated the crises that Bangladesh in general faces as a low lying, densely populated delta, particularly in the context of climate change. There is no doubt that, India, being the neighbouring country, will also be affected if the ecology and economy of Bangladesh collapses under the weight of climate and environmental crises. It is therefore in the interest of both India and Bangladesh to work together in directions that will enable Bangladesh to withstand the climate and economic challenges that it faces.

What follows is a list of issues which the prime ministers of Bangladesh and India should take into consideration during their discussions and reach ecology-friendly, win-win solutions.


Common ecological issues

Transboundary rivers

Out of 57 transboundary rivers of Bangladesh, 54 originate in India. These receive hydration feeding from the Himalayan glaciers and upstream rainfalls falling on both the hilly and plain lands. The major problem of Bangladeshi rivers is reduction of water flows due to upstream diversions through barrages, dams, and other structural interventions. Farakka barrage on the Ganges and Gajoldoba barrage on the Teesta are the two prominent examples of such diversionary structures. However, there are numerous other such diversionary structures, such as on the Rivers Dud Kumari, Khoai, Sumeswary, Monu, Gomti, Mohori, and Dharla. In addition, upstream deforestation, mining, etc have resulted in profusion of boulders, soil, sands, coal extracts, etc disrupting and spoiling river flows. Finally, industrial pollution and dumping of domestic and cattle wastes have led to extreme pollution of river water. In the backdrop of the general problems above, we want to draw your attention to the following particular issues.


a)    Farakka Barrage on the Ganges

    FARAKKA barrage had a devastating impact on rivers, canals and wetlands of south-western Bangladesh. Out of 25 dying rivers of the country, the majority are in this part of the country. Plans to revitalise these rivers are not succeeding because of the Padma’s diminished flow caused by Farakka. Ironically, the Indian rationale for Farakka, namely revival of the Kolkata sea port, has not proved to be valid. Instead, Farakka has become now a source of flooding in parts of West Bengal and Bihar, where affected people have been reported to be protesting against Farakka with hammers in hands, demanding immediate decommissioning and demolition of the Farakka barrage. The 1996 Indo-Bangla agreement on the Ganges water sharing has not been able to solve the basic problem that Farakka has caused to Bangladesh. The lean season water flow of the River Padma remains inadequate for the resuscitation of the rivers and ecology of Bangladesh’s south and west. For the sake of the ecology of both south-west Bangladesh and neighbouring states of India, restoration of full flow in the Padma through decommissioning of the Farakka Barrage deserves due consideration.


b) Indian barrages on the River Teesta

    INDIA has constructed several barrages on the Teesta river in order to divert the river’s water away from Bangladesh. These barrages have diminished the lean season flow of the River Teesta to such an extent that very little water is left for Bangladesh, particularly during the lean season. According to press reports, a Teesta water sharing agreement is to be reached during the visit by the Indian prime minister. However, as the experience of the Indo-Bangladesh treaty on the Ganges water sharing shows, the deleterious effects on the rivers and ecology of northwest Bangladesh will not be ameliorated as long as the full flow of the Teesta is not restored through decommissioning and removal of the barrages that India has constructed.


c)    Tipaimukh Dam on the River Barak

    ACCORDING to press reports, India is proceeding with the Tipaimukh Dam on the River Barak, meant to generate electricity. However, according to many, the dam is also meant to be part of the diversionary structure that would include a future barrage to be constructed downstream at Fulertal. Tipaimukh is therefore a source of great concern for Bangladeshis, because it is going to disrupt  the flows of the two most important eastern rivers of Bangladesh, namely Shurma and Kushiyara, which combine to form the River Meghna, the third most important river of the country. Tipaimukh is likely to affect the ecology and economy of the entire north-eastern part of Bangladesh, including ecologically sensitive haors (large inland water bodies) of the country. No wonder, therefore, Tipaimukh has been referred by many as the ‘Farakka on the east’ for Bangladesh, and public sentiment runs high on this issue. So the Tipaimukh Dam project should be abandoned with immediate effect.


d)    Interventions into the River Brahmaputra

    AFTER diminution of the Padma flow due to Farakka, the Brahmaputra remains the main source of surface water for Bangladesh. In fact, currently Brahmaputra accounts for about seventy per cent of Bangladesh’s surface water flow. It is therefore very alarming for Bangladesh that the Indian government has reportedly taken up a plan to construct around 148 dams and barrages on the Brahmaputra and its various tributaries and distributaries in the north-eastern states, such as Arunachal, Assam, Meghalaya, and Manipur to produce electricity and divert water. Such a massive intervention in the Brahmaputra basin can only bring a disaster upon Bangladesh. India’s plan of construction of so many dams in her north-eastern provinces is particularly dangerous in view of the seismic activity in this region, so that major earthquakes leading to dam rupture and resulting catastrophes are a distinct possibility. In addition, press reports indicate that China is planning to construct dams on the upper reaches of the River Brahmaputra (namely the River Tsangpo) in order to divert water away toward central and northern China. Once implemented, these Chinese diversionary structures will diminish the Brahmaputra flow for both India and Bangladesh. The summit should initiate efforts to ensure that both India and China stop diversionary interventions in the Brahmaputra and its connecting rivers.


e)    Indian river linking project

    THE people of Bangladesh are also alarmed by the Indian River Linking Project, under which flows of the Brahmaputra and the Ganges are to be redirected toward southern and western parts of India. Even many Indian water experts have pointed out that such a project is totally opposed to the physical terrain of the sub-continent and will create an ecological disaster and prove to be huge waste in investible resources. For Bangladesh, of course, the project will imply completion of the strangulation of Bangladesh by taking away water from all her major rivers. India should abandon IRLP with immediate effect.


f)    Cross border flush floods

    In addition to diversion, several other problems with transboundary rivers have become important. One of these concerns, the flush floods originating in the north-eastern state of India and carrying huge amount of sand, gravel, coal dust, etc and inundating the neighbouring regions of Bangladesh. This has become a serious problem for the greater Sylhet district and parts of greater Mymensingh and Comilla districts. The debris brought in by these flush floods has led to filling up of several rivers, including the River Jadukata in Sunamganj. The debris and sand have rendered large tracts of agricultural lands uncultivable. To stop these harmful processes, the Indian states adjoining Bangladesh’s border need to stop unplanned coal extraction, deforestation and denouement of hills, and other environmentally destructive activities along the rivers and in the areas through which they flow.


g)    Cross border pollution

    CROSS border pollution transmitted from India to Bangladesh by the transboundary rivers has become a serious problem. Industrial pollution has now joined the traditional pollution caused by household waste, carcasses of animals, etc. Pollution brought in from India by transboundary rivers is now not limited to major rivers such as the Ganges. Instead, it is now spreading to all rivers, such as River Salda carrying pollution from Agartala and River Feni carrying pollution from Ramgar area. In many cases the pollutants are supposed to contain radio-active elements, such as pollutants coming from Meghalaya along the River Jadukata.  It is urgent that India stop such cross border pollution of common rivers.


h)    Approaches to the rivers

    DAMS, barrages, and projects mentioned above are all the result of the ‘Commercial Approach’ to rivers. According to this approach any river flow reaching the sea is a ‘waste,’ and hence all the river water has to be consumed. This approach has been in vogue for a long time, as it was supposed to embody modernisation. However, time and experience have shown that this approach to rivers is a wrong one, and in the long run and from broader perspective, it is harmful for ecology, economy, and the people. This approach also leads to conflict among nations and regions who share a river. Thus pursuit of this approach by India, and construction of Farakka, Gajoldoba, Tipaimukh, etc following this approach, has harmed and remains as serious obstacles to improvement of the relationship between India and Bangladesh. The Chinese plan to construct dams on River Tsangpo in order to divert water northward has become an additional source of tension in the relationship among China, India, and Bangladesh.

It is therefore urgent to abandon the commercial approach and instead adopt the ‘ecological approach’ to rivers. The latter approach suggests preservation of the natural direction and volume of river flows and discourages structural intervention in them. Such an approach assures base flow of all rivers during the lean period and keeps intact the flow and estuaries necessary for sustaining the fish stock and other aquatic life forms and biodiversity. The ecological approach is essential in order to maintain the river flows reaching the seas in order protect the marine ecology. The ecological approach also helps to convert the transboundary rivers from being a source of conflict into a bond of friendship among nations. Being the largest country of the sub-continent, India needs to provide the leadership to switching from the commercial to the ecological approach to rivers by all countries of the sub-continent. River activists of the countries of the region have come together in voicing the demand for abandonment of the commercial approach and adoption of the ecology-based wide approach to rivers. Now it is time for the leaders of the governments of these countries to agree to see the rationale of this demand and to accept and implement it. The upcoming Indo-Bangladesh summit can be a big step forward in that direction. The ‘UN Convention on Non-navigational Use of Water Ways’ promotes the ecological approach to rivers and both India and Bangladesh should decide to sign it immediately and urge other countries of the sub-continent to sign it too.


Forests and Sundarban

IT IS not only rivers that Bangladesh and India share. They also share many other important and sensitive ecological treasures, such as the mangrove forests of Sundarban and hill forests on Bangladesh’s north and eastern border. These forests are rich in bio-diversity and they are also the areas where members of many ethnic minorities live. It is the joint responsibility of India and Bangladesh to preserve and cherish these ecological treasures and to protect the rights of the ethnic minorities who have been traditionally living there. Unfortunately, as of now, there is not enough cooperation between Bangladesh and India in this regard. Yet, such cooperative efforts have become particularly important now, in view of the looming danger of climate change. The Indo-Bangladesh summit of September can make significant progress in fostering the needed cooperation in protecting the mangrove and hilly forests. Bangladesh and India also need to cooperate in protecting their forests from invasion by foreign species as well as from cross-border transfer of unsuitable species. In this regard, BAPA is alarmed by the plan to set up an Indo-Bangladesh joint venture 1,320 MW coal fired power plant in Rampal of Khulna. Emissions from this plant will have deleterious effects on Sundarban, which is only seven mile away from the proposed plant site. BAPA therefore urges the government of Bangladesh to reconsider the site of the plant and move it to a more safe location. BAPA hopes that India will see the rationale for the relocation. 


Maritime boundary and marine resources

BEING two neighbouring countries, Bangladesh and India face some boundary demarcation problems, and these extend to maritime boundary too. Thus, there have been some differences of opinion regarding the international maritime boundary between Bangladesh and India in the Bay of Bengal. For the sake of protection and scientific exploration of resources like energy, fishery and other marine resources within their own legal boundaries, both Bangladesh and India need to resolve the maritime border conflicts on the basis of international norms, declarations, resolutions and laws, and on the basis of mutual respect for each other. The maritime boundary dispute should be resolved on the basis of the UN Clause 3, where it has been agreed that the ownership of any sea bed will be determined according to the adjacent land from where the silts came down to create it.


Climate change strategy
CLIMATE change has emerged as the most important long term challenge for the world community, including Bangladesh and India. Due to its low elevation, dense population, location in a cyclone prone geographical zone, Bangladesh is likely to be one of the worst victims of climate change. Meanwhile, India has emerged as one of the largest emitter of Green House Gases that cause climate change. Bangladesh needs India’s help in confronting the climate change danger. First, India can provide strong leadership in the international arena towards reduction of GHG emissions in order to stop aggravation of the climate change process. Second, India can help Bangladesh directly to cope with the climate change effects, to the extent that these have become inevitable.
The most important way in which India can help Bangladesh withstand climate change is through removing all the dams and barrages that it has constructed on the shared rivers, so that the full flow of these rivers can be resumed. Full flow of the rivers and the sediment that these bring with them can help Bangladesh counteract the rise in the sea level and the intrusion of salinity. Freed up rivers can also help Bangladesh counteract the across-season river flow destabilisation impact of climate change. Cooperation with regard to protection of the Sundarban can also be helpful in withstanding the extreme weather events that climate change is likely to cause and such events are likely to increase in number and ferocity. Thus there is a lot that India and Bangladesh can do together in order to mitigate and confront climate change. They can demand establishment of a UN Centre on Climate Change in Bangladesh. The Indo-Bangladesh summit of September 2011 can be a big step forward in joint and collaborative effort of the two countries in confronting climate change.

Ensuring cooperation in railway
and transportation

THE Indo-Bangladesh summit can also be a significant step forward in improving the rail communications in the two countries and between them. In particular, Bangladesh can benefit a lot from India’s expertise in running, maintaining, and developing one of the world’s largest railway systems. Unfortunately, rail communications have suffered neglect in Bangladesh in recent decades, even though it is crucial in the development of a pro-people and eco-friendly transportation system in the country. It may be hoped that Bangladesh will make use of the summit in ensuring India’s cooperation in its effort to rejuvenate and redevelop the rail communications. Railways also need be developed as an eco-friendly system in a planned manner.

Transit and transshipment
BANGLADESH and India should resolve the transit and transshipment issues in a mutually advantageous manner. Bangladesh may rightfully demand removal by India of all water diversionary structures on the shared rivers and implement only the mutually beneficial transit and transshipment facilities. On her part, Bangladesh needs to develop a comprehensive Land Use Plan, and examine the transit and transshipment issues in the context of such a plan.
Information exchange
ONE way to minimise misunderstanding and improve relationship between Bangladesh and India is to be more open regarding information. Unfortunately, India has been very reluctant to share information regarding the intervention projects that it has undertaken or plan to undertake on the rivers shared with Bangladesh. The recent examples in this regard are IRLP and Tipaimukh Dam project about which the Bangladesh people are having a very hard time to obtain necessary information. For the better future and congenial environment, both countries may adopt the policy of sharing all the information relating to common issues of environment. In particular, Bangladesh and India can benefit much from timely and adequate sharing of information regarding floods and river flows, cyclones, cross border movement of flora and fauna in the shared forests etc. The two countries may also strategise common goals of ecological interests in the face of ever increasing ecological and economic challenges.

Promoting and strengthening SAARC environment plan
BANGLADESH and India may take joint initiative towards formulation of a regional SAARC plan for combating climate change and other common ecological challenges faced by the region.
BAPA urges both the leaders to make good use of the upcoming summit to ensure progress on the issues listed above in order to protect the environment and the people of the two countries. In particular, BAPA hopes that the summit will initiate a switch from the commercial approach to the ecological approach to rivers, leading to the restoration of full natural flow of the transboundary rivers through decommissioning of Farakka and Gajoldoba barrages and all other diversionary structures built on the shared rivers. Bangladesh should demand restoration of full flow of all the transboundary rivers while considering of transit and transshipment facilities to India Finally, BAPA hopes that the summit will initiate a cooperative process of combating climate change and resolve all ecological issue in a mutually beneficial way.

Kiwis hold advantage in Bulawayo

Dhaka, Nov 4 (bdnews24.com) - New Zealand need eight wickets on the final day after once again taking the upper hand against Zimbabwe in their one-off Test in Bulawayo on Friday.

All three results remain possible, but the hosts face a difficult chase of 366 and closed day four on 61 for two after Doug Bracewell struck twice, reports ESPNstar.


Zimbabwe's Kyle Jarvis earlier took five for 64 but the tourists declared on 252 for eight after half-centuries from captain Ross Taylor and Kane Williamson.


The hosts almost made the worst possible start in their second innings when Chris Martin's first ball swung into Tino Mawoyo and struck him on the pad, but the ball had done too much and was missing leg stump.


Mawoyo got moving with a cover drive for four in Martin's next over and Vusi Sibanda followed suit off a Bracewell half-volley but then survived another huge lbw shout from Martin.


But the finger finally went up when Bracewell swung one into Sibanda, who was sent on his way for 13.


New man Hamilton Masakadza hit three fours early in his innings but was dismissed when, having survived an lbw appeal earlier in the day's final over, he played a loose cut to gully where Dean Brownlie took a superb diving catch. Mawoyo remained 27 not out.


Earlier, the Black Caps added 83 runs in the morning session for the loss of only nightwatchman Jeetan Patel, who lasted four overs before he played inside the line of a delivery from Jarvis and was bowled for nine.


Williamson hit two boundaries in successive overs and Taylor lofted Ray Price for six to bring up the 50 partnership.


Williamson completed his half-century shortly after lunch by glancing Chris Mpofu for four and then hit Price for a six and a four in one over.

Guinea-Bissau Govt are shuffled, PM keeps job

Cassano successfully undergoes heart surgery

Milan, Nov 4 (bdnews24.com) - AC Milan forward Antonio Cassano has successfully undergone heart surgery at the Policlinico di Milano hospital, the club have revealed on their official website.

The operation was performed by Mario Carminati, one of the most renowned specialists in his field, and lasted only 35 minutes. Milan club doctor Rodolfo Tavani was also present during the surgery.


Cassano was taken to hospital after taking ill upon the club's return from Rome last Saturday night and underwent several tests to determine the cause of his complaints, reports goal.com.


Milan announced on Wednesday that the 29-year-old suffered cerebral trauma and would have to undergo surgery.


Although the Italy international's operation was a success, a comeback is still far off as he is expected to be sidelined for several months following the surgery.

Heart procedures linked to cognitive decline

NEW YORK, Nov 4 (bdnews24.com/Reuters) - In a new study of German heart patients, people who had invasive bypass surgery and those who underwent less-invasive stent placement showed declines in thinking and memory skills a few months after the procedures.

Doctors have long been concerned about cognitive decline in patients who undergo coronary artery bypass grafting (CABG) because of blocked arteries, and indeed, memory deficits were more significant after those procedures than after stenting.


Still, the findings don't prove it's the procedures themselves that cause memory decline -- it could just be that plaque buildup in blood vessels in both the heart and the brain is causing a variety of problems in the same patients.


"These patients obviously all have atherosclerosis," said Dr. Mark Newman, who studies cognitive decline after cardiac surgery at the Duke University Medical Center in Durham, North Carolina.


"If you have atherosclerosis in your coronary vessels, you probably have it in other vessels in your body as well."


Patients who are treated with CABG are often in a worse health state, with more buildup, than those who undergo stenting. It could be that "cognitive decline after these procedures more relates to the severity of the atherosclerosis than the procedure itself," Newman, who wasn't involved in the new research, told Reuters Health. "I think that's still a debate."


Even so, it makes sense that when built-up cholesterol in heart vessels is nudged loose during surgery, it could travel to the brain and cause problems there, researchers said.


The current study involved 37 patients getting a stent placed and another 47 undergoing CABG, mostly in their 60s and early 70s. Before and three months after the surgeries, the participants completed a series of thinking and memory tests, designed to measure how well they could come up with or remember certain words, symbols and pictures.


The changes in their test scores were compared to those from another 33 healthy volunteers.


Patients in the stent group had a greater drop in score on two out of the 10 tests, compared to controls, a few months after their procedures. Bypass patients' scores declined on seven of the tests.


Dr. Tibo Gerriets from Justus Liebig University in Giessen and colleagues write in the American Heart Journal that it hasn't been clear how much the cognitive changes that occur after heart procedures really bother people in their everyday lives.


But Newman said that for some patients, these kinds of changes in thinking and memory skills might be the difference between leading an independent life and needing extra help.


Dr. Todd Rosengart, head of cardiothoracic surgery at Stony Brook University Medical Center in New York, said that the risks of cognitive decline after bypass surgery depend on how the procedure is done -- and that doctors who performed the German surgeries might not have used the best techniques to protect patients against those risks.


"Nowadays (doing a procedure) very well means not just getting the patient through the procedure with no mortality, it means getting them through the procedure in great shape," he told Reuters Health.

Suicide attack on the foreign base in Afghanistan

A team of Taliban suicide attacker on a US-led NATO reconstruction team in unstable southern of Afghanistan met Sunday, officials said.

FA appeals against Rooney ban

London, Nov 4 (bdnews24.com/Reuters) - The Football Association (FA) has decided to appeal against England striker Wayne Rooney's three-match ban imposed by Uefa after his sending-off in a Euro 2012 qualifier against Montenegro last month.

"The FA will be appealing Wayne Rooney's three-match suspension," a spokesman said on Friday.


"We received a written reason (for the ban) from (European football's ruling body) Uefa on Tuesday afternoon. We had until midnight tonight to respond and we have responded this evening."


As it stands, the suspension would rule Rooney out of the first three matches at next year's European Championship.

Hasina-Manmohan talks next week

According to the joint statement issued after the meeting between Singh and Hasina in Dhaka, the two neighbours agreed to work together to further strengthen SAARC, including expanding areas of cooperation, and as partners in achieving the full implementation of all existing projects and agreements of the bloc.


New Delhi and Dhaka had long been negotiating a deal on Teesta and the two countries were about to sign an interim agreement during Singh's visit to Bangladesh.


But West Bengal chief minister Mamata Banerjee's decision not to accompany Singh to Dhaka held the issue back as she differed with India's central government on the Teesta issue, forcing New Delhi to postpone the signing.


Banerjee is understood to have conveyed to the Congress-led United Progressive Alliance government in New Delhi that she would not endorse a deal that would hurt the interests of the people of West Bengal, which is largely dependent on the common river for power generation and irrigation.


Meanwhile, officials with knowledge of the proceedings said that the conclave, which would be attended by the leaders of the eight South Asian nations, would culminate in signing of four agreements covering establishment of a SAARC seed bank, multilateral arrangement on recognition of conformity assessment, rapid response to natural disaster and implementation of regional standards.


The SAARC member states are also expected to adopt a charter of democracy in the summit.

Thorpe gets reality check

Singapore, Nov 4 (bdnews24.com/Reuters) - Five-time Olympic swimming champion Ian Thorpe finished a disappointing seventh in the final of the 100 metres individual medley in a World Cup event on a tough first day back in competition after five years away.

The 29-year-old Australian, who hopes to qualify for next year's Olympics, started well with the butterfly leg before losing ground on the backstroke and then struggling with the breaststroke as he finished second-last in an event he rarely swam prior to retirement.


"I'm really pleased with the first 50, the fly leg was great, the backstroke was great and I'm really happy with the underwater work tonight," Thorpe told reporters.


"I was doing really well and then the breaststroke happened. It wasn't so bad this morning. It is something I can work on."


South African Chad Le Clos, 19, won the race with a time of 53.06 seconds, with Thorpe three-and-a-half seconds back in one of the worst results of his illustrious career.


"I looked up to him growing up, his career talks for itself," Le Clos said of Thorpe.


"I don't know if you can call it a win, exactly, because he is still obviously nowhere near his best but, to beat him, I'll take it."


Earlier, Thorpe, despite complaining of suffering more nerves than usual, had said he was happy with his sixth-place finish across the heats in his first race back.


Before the final, Thorpe looked far more relaxed as he smiled his way through what appeared to be a light-hearted conversation with Austrian Markus Rogan before taking of his blue T-shirt to reveal his impressive physique.


"A lot more relaxed this evening," Thorpe said.


"A little more nervous than what I would consider normal but at what is a completely acceptable amount."


The lanky Thorpe, with the huge, flipper-like feet, will take part in the 100m butterfly on Saturday as continues his preparations to try to qualify for the 2012 Games in London at the Australian Olympic trials in March.

"People want to see me do well and see me do well quickly. I prefer to do that, I prefer not to wait," Thorpe said.


"I haven't swum for a long time. I have to take stock where I was 12 months ago to where I am now. I'm in a final and competing reasonably well. I'm happy.


"Hopefully with a little more time we can have some good performances."


Another returning Australian to struggle was Libby Trickett. The triple Olympic champion finished last in the final of the 100 metres butterfly and sixth in the 50m freestyle in her first international meet since the 2009 world championships.


Despite the results, the 26-year-old was confident of performing well in the Olympic trials.


"I think I'll be ready in time for March. I know that I'll keep moving forward and this is just one step along the way."

About 6,000 troops to guard 2012 London Olympics

Nov 4 (bdnews24.com/Reuters) - More than 6,000 off-duty British troops look set to bolster security at London's Olympic venues next summer, a source said on Friday, as planning continues for what could be the country's biggest security challenge since World War Two.

Organisers are "actively looking at possibly using the army during the Games" after a reassessment of the numbers needed.


The London organising committee (LOCOG) had appointed the private security firm G4S to recruit, train and manage 10,000 civilian guards to patrol inside the venues, but that number is likely to rise to up to 22,000, the source said.


The 6,000 troops would help meet the shortfall.


"We'll all be reassured to know thousands of highly-trained troops are around," the source said.


The troops are not expected to wear military uniform, but most likely that of civilian security staff, and would receive their normal pay.


There were indications last month that more guards would be needed when LOCOG chief executive Paul Deighton told the London Assembly the deployment of army reservists was an option being considered to help meet the large number of guards required.


Britain remains on high alert of a terrorist attack despite its international threat level being lowered in July from severe to substantial, the third-highest level, meaning a terrorist attack is a strong possibility and might well occur without further warning.


Organisers are also wary of a potential threat from dissident Irish nationalists.


"The Ministry of Defence have been fully involved in supporting Olympic security planning work," a government spokesman said in a statement on Friday.


"We are committed to delivering a safe and secure Games that London, the UK and the world can enjoy."


He said the government had been working with LOCOG and G4S to "finalise" security requirements.


LOCOG's security budget has increased from an initial estimate of 29 million pounds to 432 million pounds.


Up to 12,000 police officers will also be deployed at peak times around the Olympic Park in Stratford, east London, and other venues.


The government's Olympic security budget has been reduced from a previous commitment of 600 million pounds to an estimated 475 million pounds.


The Olympic security coordinator Chris Allison has said police specialists could be used from forces across the country including firearms specialists, mounted police and protection and search officers.


While it was not intended for the armed forces to have a strong visible presence on Britain's streets during the Games, Allison has said it could provide niche capabilities such as Royal Navy boats on waterways.

Jailed Amir blames PCB for lack of education

London, Nov 4 (bdnews24.com/Reuters) - Pakistan fast bowler Mohammad Amir, jailed for six months on Thursday for his involvement in cricket's spot-fixing scandal, has blamed the Pakistan Cricket Board (PCB) for not educating players enough.

In the second and final Test in Dhaka, Kirk Edwards scored a century in the first innings and 86 in the second, Darren Bravo almost bagged a maiden double century and promising leg-spinner Devendra Bishoo claimed a first five-wicket haul.


Kolkata hosts the second Test from November 14 and Mumbai the third from November 22.
